This interim DNV evaluation examines how California’s Strategic Energy Management programs align with the state’s SEM Design Guide and identifies opportunities to improve delivery and participant engagement. Drawing on interviews with program participants, administrators, implementation vendors, energy coaches, and independent evaluators, the report explores stakeholder satisfaction, resource demands, program persistence, and the effectiveness of core activities and tools. It offers practical findings and recommendations related to Treasure Hunts, Energy Teams, Action Plans, EMIS, and Energy Management Assessments.
