In an effort to provide tools and resources to address structural barriers to SEM measurement and verification (M&V), the ETSP team elected to compile this paper to document case studies from existing programs. These case studies are presented to illustrate common issues faced by model developers and the trade-offs associated with different solutions. Ideally, this information can be used to help other implementers and program administrators address these challenges in an efficient manner.
